Following a competitive tender process, the HCA appointed us to procure a developer partner to bring forward a Grade II listed former hospital in Lancaster; a key site identified within their Accelerated Land Disposal Programme.
Development and procurement advice
We advised on development and procurement included spend of public funding to enable the delivery of the site within the financial year. We identified the preferred method of delivery by co-coordinating input from the HCA and key stakeholders, such as Lancaster City Council and English Heritage.
Our solution allowed for the phased disposal of land for new build residential, to be co-ordinated with the phased funding of the refurbishment of the listed Annexe Building.
Maximised revenue for the HCA to fund the preservation of a listed building

Development consortium identified
Within short and strict timescales, we prepared all stages of the OJEU process for the HCA, in order to identify a preferred bidder for the site. In August 2012, a development consortium was officially identified to take the site forward.
