Call for Sites - Redcar and Cleveland

Redcar and Cleveland Council are currently consulting on a ‘Call for Sites’, as part of their preparation for a new Local Plan to replace the current plan which was adopted in 2018. 

The Council has recently agreed the below timetable for the preparation of the new Local Plan:

  • Scoping Report – October 2025
  • Draft Local Plan Consultation (Regulation 18) – July 2026
  • Publication Local Plan Consultation (Regulation 19) – December 2026
  • Submission to Secretary of State (Regulation 22) – September 2027
  • Local Plan Examination - September 2027 – March 2028
  • Local Plan Adoption – March 2028 (subject to Examination) 

The Call for Sites is an opportunity to put forward any new development sites, or continue to promote an existing allocation or identification, to establish whether Redcar and Cleveland Council are likely to support the principle of development proposed for your site, or the potential to promote it for inclusion in the future Local Plan. 

Each submitted site will be assessed as part of the Council’s Housing and Economic Land Availability Assessment and will be individually assessed for housing, employment, leisure or other uses, as per the relevant submission. The methodology against which sites are assessed includes the suitability, availability, and achievability of the site for the proposed use. The final document will be an evidence base document supporting the new Local Plan. 

By submitting your site for assessment, Redcar and Cleveland Council can understand their land availability across the Borough and assess whether your site can support delivery of the Borough’s future development needs.

The Council welcomes all submissions through their consultation portal. The consultation is running for 8 weeks from 7th April 2025 until 2nd June 2025.
