A Development Plan Panel will be heard at Leeds City Council today (18th March 2025). The main item on the agenda concerns the future of the Leeds Local Plan Update.
The implications of the revised National Planning Policy Framework on the Leeds Local Plan Update are to be discussed. Leeds Chief Planning Officer’s report to the Development Plan Panel sets out the progress of the Local Development Scheme and Authority Monitoring Report (2023 – 2024).
The structure of the emerging Local Plan is set to be discussed at the Panel. The Chief Planning Officer has confirmed the Leeds Local Plan is no longer being prepared in two parts, due to changes in national guidance. The emerging Local Plan will now be prepared as a whole, with the original two parts to be merged together.
The Local Development Scheme is proposed to be updated and to be confirmed at the Panel today. At the time of writing, the Local Development Scheme sets out that Leeds City Council anticipate the below timescales for their Local Plan preparation:
- Evidence gathering – February 2023
- Regulation 18 Issues and Options Consultation – June 2025
- Regulation 19 Consultation Draft Plan – Summer 2026
- Local Plan Submission – December 2026
- Local Plan Examination – Spring / Summer 2027
- Local Plan Adoption – Winter 2027 / Spring 2028
The above timetable is to be confirmed following today’s Development Plan Panel meeting.
Leeds City Council consulted on a Call for Sites in June 2023, however the Council have indicated that they intend to reopen the Call for Sites at the next stage of consultation on the Leeds Local Plan 2040, providing a further opportunity to submit new or update existing site suggestions.
