Overview

• We assisted the Tilbury Town Deal Board to prepare a Town Investment Plan (TIP) in 2020/21. 
• Tilbury Freeport is Britain’s Greenest Port and is a hugely important economic asset that dominates the town and surrounding area.  Notwithstanding this, Tilbury is the most deprived part of Thurrock, with high unemployment and poor health, and is one of the poorest areas in England.
• It was recognised that there was a desperate need to create stronger economic, physical and social connections between the Port, the town centre and Tilbury’s community, and improve employment and education opportunities.

Our Approach

• Through detailed stakeholder and community consultation - especially with the town’s youth and businesses - we assisted the Town Board in developing projects and key interventions to help transform Tilbury based around a joined-up vision focused on:

Hub, Heart & Heritage

1. The Hub – Station Gateway: a package of public realm and art projects were identified, led by LSH’s masterplanning and urban design team, aimed at transforming a critical gateway into Tilbury town centre and the Port.
2. The Heart – the Civic Square: masterplan projects were identified to ensure the Civic Square fulfills its potential, and is restored as the ‘heart and soul’ of Tilbury.  This includes plans for an Integrated Medical Centre (IMC), alongside other uses and public realm improvements, which will have a significant positive impact on the community’s health and well-being. 
3. The Heart – Youth Facility: this was identified to meet a clear ambition from the community and key stakeholders to support Tilbury’s large and growing youth population through the delivery of a dedicated state-of-the-area youth and education facility. 
4. The Heritage: to harness the environmental, social and economic value of Tilbury’s riverside and unique Fort, by opening up the river for sustainable transport and to create a high quality environment for the local community, which will also benefit their health and well-being. 

• The projects reflected the Boards’ collective vision and endorsed the local motto: 

"... By Thames, to All People of the World..."

• We articulated the challenges, opportunities and projects in the form of a Town Investment Plan document that was assessed by the Ministry of Housing, Communities and Local Government.

Added Value

• We helped the Town Board secure nearly £23m for Tilbury under the Government’s Town’s Fund programme.  
• As of June 2021, the Town Board will now decide how the money will be allocated and the monies will be used to fund key regeneration projects and initiatives in the town centre.
